Cyril Silver

Cyril Silver joined the Fipra Brussels team as a Special Adviser in 2005 after working as an independent consultant advising major industrial clients about the EU’s R&D programmes and how best to get funding from them. Before that he had spent many years acting as Head of Unit and Director in DG Research in the European Commission. There he was responsible for setting up programmes of R&D of interest to industry including developing the rules for participation and negotiating the terms of R&D contracts with project co-ordinators. Earlier he had been a UK civil servant, representing the UK on various committees in Brussels concerned with science and technology matters and he also served as UK representative on OECD’s Committee on Science and Technology Policy. His background to that career was his earlier involvement in laboratory research in military technology at a major UK government research establishment.
