Richard joined FIPRA International in 2008 as a Special Adviser. Richard is a former Director and Head of Competition Policy in the European Commission’s Legal Service and spent over 30 years with the European Commission serving inter alia on the staff of Transport Commissioner Clinton Davis and as Director for Internal Market issues in the Legal Service. Richard advised and drafted legislation in diverse fields, such as free movement of goods, public procurement, telecoms, pharmaceuticals, the environment and directly represented and pleaded for the European Commission in over 200 cases before the European Court of Justice including the Commission’s Microsoft cases before retiring in July 2005. A Barrister by training, his career began as a government lawyer in Britain, serving as a legal advisor to British Petroleum (BP) before joining the Commission. Richard studied Classics at the University of Oxford and currently is also a visiting Professor of European Law at the University of Pittsburgh, Pennsylvania. Richard speaks English, German and French.
